widows:0"><span style="font-family:'楷体_gb2312'; font-size:17pt">（一）谭聪和主要错误事实?/span><span style="font-family:'方正仿宋简?; font-size:17pt">根据群众多次上访、多批上访，结合镇纪委调查核实情况反映，2009年新发村实施</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">866</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">工程，根据项目实施内容，新发村新建安居房139户，其中?/span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">866</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">新建安居?9户，补助标准?000?户；地震安居?0户，补助标准?0000?户。在139户新建安居房中，需按照</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">三务公开</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">?/span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">四议两公开</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">等相关程序确定地震安居房补助名额70个。补助名额确定过程中，谭聪和身为党总支书记、主任，未按</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">三务公开</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">?/span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">四议两公开</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">等相关程序组织召开村两委班子会议、小组会议和村民代表会议进行研究决定，而是私自分配确定地震安居房补助名额，且将自己户头列入地震安居房补助名额中?011?1月，根据上级有关要求，地震安居房10000?户必须按原上报名册（70户）一分不少地兑付到农户。兑付过程中，由于之前的</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">三务公开</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">等基础工作没有做实做到位，导致群众?/span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">866</span><span style="font-family:'times new roman'; font-size:17pt">?/span><span style="font-family:'方正仿宋简?; font-size:17pt">新建安居房补助标准和地震安居房补助标准认识混淆，诱发大批群众多次到镇、到县集体上访，影响极坏。事件中，谭聪和作为新发村党总支书记、主任，没有认真贯彻民主集中制原则和上级相关规定要求，群众工作不深不实，对因名额分配不公引发的大批群众多次上访负有直接责任?/span></p><p style="line-height:28pt; margin:0pt; orphans:0; text-align:justify; text-indent:34pt; widows:0"><span style="font-family:'楷体_gb2312'; font-size:17pt">（二）余加万主要错误事实?/span><span style="font-family:'方正仿宋简?; font-size:17pt">2012??7?/span><span style="font-family:'方正仿宋简?; font-size:17pt">，余加万到曲靖参加曲靖市村级党组织书记集中轮训培训班学习?/span><span style="font-family:'方正仿宋简?; font-size:17pt">2?2?/span><span style="font-family:'方正仿宋简?; font-size:17pt">，余加万学习完毕由县委组织部组织统一乘车返回，途中喝醉了酒，在所乘车辆上随意辱骂他人，并与开车司机发生激烈争吵，电话邀约亲属前来恐吓司机，耽误培训人员返回?个多小时。事后，县委组织部领导责令镇党委主要领导对其进行诫勉谈话并作出相应处理。余加万身为村党总支书记，不注重自身形象，酗酒闹事，严重损害了我镇干部形象?/span></p><p style="line-height:28pt; font-size:17pt">领导多次查岗显示，马平在这段时间中到村上班不?天，其行为严重违反了我镇相关工作纪律?/span></p><p style="line-height:28pt; margin:0pt; orphans:0; text-align:justify; text-indent:34pt; widows:0"><span style="font-family:'方正仿宋简?;
