<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 24pt; line-height: 170%; text-align: left; mso-pagination: widow-orphan;" align="left"><span style="font-size: 15pt; color: black; line-height: 170%; font-family: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;">今年以来，会泽县金钟镇在农村集体资金、资产、资?ldquo;三资”监管代理服务中，?ldquo;实招”，逐步建立“三资”管理工作长效机制，从源头上有效遏制了村级财务混乱、集体资产流失、资源浪费等不良现象，有效推进了农村基层党风廉政建设?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 24pt; line-height: 170%; text-align: left; mso-pagination: widow-orphan;" align="left"><span style="font-size: 15pt; color: black; line-height: 170%; font-family: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;">一是强化民主监督。各村（居）委会依法选举<span lang="en-us">3</span>?span lang="en-us">5</span>人成立了民主理财小组，制订理财制度，对重?ldquo;三资”管理事项实行全过程监督，支出票据在村（居）委会主任审批后须经民主理财小组讨论通过并签字盖章方可按程序报销，有效地堵塞了村（居）委会干部在处置农村“三资”时暗箱操作等漏洞?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 24pt; line-height: 170%; text-align: left; mso-pagination: widow-orphan;" align="left"><span style="font-size: 15pt; color: black; line-height: 170%; font-family: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;">二是加强督办检查。镇纪委、财政、经管等部门适时抽调人员组成督查组，不定期开展督办检查，采取听汇报、看资料、查台账、实地核实等形式，对全镇<span lang="en-us">37</span>个村（居）委会的“三资”管理加强现场指导，解决实际问题，通报进展情况，严肃查处违纪违法行为。同时，设立举报电话、信箱，广泛接受群众监督?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 24pt; line-height: 170%; text-align: left; mso-pagination: widow-orphan;" align="left"><span style="font-size: 15pt; color: black; line-height: 170%; font-family: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;">三是严格责任追究。在村级财务管理中，规范委托代理服务中心账务处理，明确各村（居）委会副主任为报账员，并制定报账员、村（居）委会主任、民主理财小组成员、镇经管工作负责人以及镇分管领导工作职责，对不按规章制度办理报销和入账手续的当事人，追究其经济责任?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 24pt; line-height: 170%; text-align: left; mso-pagination: widow-orphan;" align="left"><span style="font-size: 15pt; color: black; line-height: 170%; font-family: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;">四是深化村务公开。将“三资“管理情况作为村（居）务进行重点公开，通过村（居）务公开栏每半年末公开“三资”运营情况和各项财务收支，重大事项按时公开，接受群众监督，确保群众享有充分的知情权、参与权、监督权?/span></p>
