<p class="msonormal" style="line-height: 28pt; text-indent: 35.35pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.21;"><span style="font-family: 仿宋_gb2312; font-size: 16pt; mso-hansi-font-family: 宋体;">根据《会泽县财政局会泽县农业局关于拨付<span lang="en-us">2012</span>年中央农作物良种补贴资金的通知?span lang="en-us">(</span>会财?span lang="en-us">[2012]17</span>?span lang="en-us">)</span>精神?span lang="en-us">2012</span>年上级安排我乡水稻良种补贴面?span lang="en-us">190</span>亩，补贴资金<span lang="en-us">2850</span>?span lang="en-us">;</span>玉米良种补贴面积<span lang="en-us">13070</span>亩，补贴资金<span lang="en-us">130700</span>元；小麦良种补贴面积<span lang="en-us">370</span>?span lang="en-us">,</span>补贴资金<span lang="en-us">3700</span>元。结合我乡实际情况，现就做好<span lang="en-us">2012</span>年对种粮农民补贴工作的有关事项通知如下?/span></p>

<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">1</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、坚持政策稳定、投入不减的原则；坚持集中资金、突出重点的原则；坚持公开、公平、公正的原则；坚持直接补贴种粮农民的原则；坚持按照实际面积补贴的原则?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">2</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、坚持按杂交玉米种植面积为计算补贴和按水稻良种种植面积为计算补贴的原则。坚持补贴资金通过“一折?rdquo;形式直接兑付给种粮农民，不增加中间环节，期间不再随实际价格的变动而变动?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 黑体; font-size: 16pt; mso-hansi-font-family: 黑体;">二、补贴的范围及对?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">1</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、水稻良种补贴的范围和对象是全乡种植水稻良种的农民，补贴面积<span lang="en-us">190</span>亩，补贴标准每亩补贴金额<span lang="en-us">15</span>元，合计<span lang="en-us">2850</span>元?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">2</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、杂交玉米良种补贴的范围和对象是全乡种植杂交玉米良种的农民，补贴面积<span lang="en-us">13070</span>亩，补贴标准每亩补贴金额<span lang="en-us">10</span>元，合计<span lang="en-us">130700</span>元?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">3</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、小麦良种补贴的范围和对象是全乡种植小麦良种的农民，补贴面积<span lang="en-us">370</span>亩，补贴标准每亩补贴金额<span lang="en-us">10</span>元，合计<span lang="en-us">3700</span>元?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-family: 黑体; font-size: 16pt; mso-hansi-font-family: 黑体;">三、实施补贴办?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 30pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">1</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、补贴资金由中央和省级财政预算安排，纳入粮食风险基金实行专户管理、封闭运行?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 30pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">2</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、补贴资金通过粮食风险基金专户拨付，经各村委会审核农户补贴面积无误后，由财政所报相关数据到县财政局，再由县财政局拨付到补贴资金专户，通过信用社使?ldquo;一折?rdquo;方式兑付给农户?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 30pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">3</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、严格按?ldquo;谁种粮、补给谁”的原则，采取有效措施，直接将补贴资金兑付到种粮农民手中，不得挪作它用；不得集体领取或委托他人代领?/span></p>
<p class="msonormal" style="line-height: 28pt; text-indent: 30pt; margin: 0cm 0cm 0pt; mso-line-height-rule: exactly;"><span style="font-family: 仿宋_gb2312; font-size: 16pt;" lang="en-us">4</span><span style="font-family: 仿宋_gb2312; font-size: 16pt;">、补贴资金要严格实行公示制，做到公开、公平、公正。对每户农户的水稻良种、杂交玉米良种的种植面积、补贴面积、补贴标准、补贴金额要进行张榜公布，接受广大群众的监督。公示应以村民小组为单位，进行公示，公示?span lang="en-us">7</span>天。公示结束后，群众如无不同意见后，通过“一折?rdquo;形式进行兑现?/span></p>
