<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-size: 16pt; font-family: 仿宋_gb2312;">在新的历史时期，加强干部群众观点、群众路线、群众利益、群众工作教育，实行干部直接联系群众制度，对于做好新形势下群众工作，继承和发扬党的优良传统，密切党群干群关系，推动经济社会科学发展、和谐发展、跨越发展具有十分重要的意义。群众工作是党的全部工作的基础，更是社会管理最根本、最直接的经常性工作。因此，必须充分认识到做好新形势下群众工作，是坚持以人为本、执政为民理念的需要，是适应当前群众工作新特点新变化的需要，是推动旅游产业健康发展、社会和谐稳定的需要，必须深刻认识开?ldquo;四群”教育的重要意义，切实增强做好新形势下群众工作的责任感和紧迫感?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-size: 16pt; font-family: 黑体;">二、真抓实干，深入贯彻落实科学发展?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-size: 16pt; font-family: 仿宋_gb2312;">加强思想建设，提高理论水平。认真抓好、抓实、抓细，正确处理好工学矛盾，坚持自学，形成主动学习，善于学习，勤于思考，刻苦钻研的良好学风。提高运用马列主义立场、观点、方法分析和解决实际问题的能力，提高用理论指导做群众工作的实践能力。做好新形势下群众工作，必须坚持以邓小平理论?ldquo;三个代表”重要思想为指导，深入贯彻落实科学发展观，以加快建立党员干部直接联系群众制度为突破口，以开?ldquo;四群”教育为抓手，组织全体干部职工深入实际、深入基层、深入群众，感知、感受、感觉和感想群众所思、所盼，践行以人为本、执政为民理念，切实解决好广大人民群众的根本利益和现实利益，达到干部受教育、作风有改进、发展上水平、群众得实惠、社会更和谐的目标?/span></p>

<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-size: 16pt; font-family: 仿宋_gb2312;">进一步转变作风，从繁杂的事务性工作中解脱出来，带着问题到群众中深入开展调查研究，从群众反映的热点、难点问题抓起，由简到繁，由浅入深，边整边改，不断提高自己的综合素质和群众工作的能力。努力提高解决群众问题的能力。牢固树立改革创新的意识，端正党风，端正政风，廉洁勤政，增强责任意识，始终保持一种积极向上的精神状态，力求了解和解决群众的实际问题。进一步树立群众观念，增强党性。始终坚持党的群众路线，时刻摆正自己和人民群众的位置，感情上贴近群众，顺应民意，为民谋利。真抓实干，务求实效，增强工作的责任感和紧迫感，带头发扬艰苦奋斗、勤俭节约的精神，自觉接受党组织、党员和群众的监督?/span></p>

<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-size: 16pt; font-family: 仿宋_gb2312;">通过学习，本人在思想认识上虽有一定提高，在思想境界上有所提升，但对照四群教育活动的要求检查，还有不足的方面：</span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong><span style="font-size: 16pt; font-family: 楷体_gb2312; mso-bidi-font-size: 12.0pt; mso-hansi-font-family: 楷体_gb2312;">一是思想理论学习不够深入?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312; mso-bidi-font-size: 12.0pt; mso-hansi-font-family: 仿宋_gb2312;">虽然平时注重学习，但理论学习还不够主动，理论钻研还不够深入，系统性不强。自觉主动地安排时间静下心来学习比较少，闲时学一阵子，忙时学的少，对学习的持久性坚持性不够，结果对理论上的一些问题，尤其是一些新问题理解还不够深，使理论水平不能得到尽快提高。近年来，经济社会发展中出现了很多新情况、新问题，新的形势要求党员干部必须懂政策、善运用，结合实际创造性地贯彻落实。但自己在这方面做得还不够，对一些政策规定还理解得还不够全面、深入、细致，没有更好地把理论和实践紧密地联系起来?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong><span style="font-size: 16pt; font-family: 楷体_gb2312; mso-bidi-font-size: 12.0pt; mso-hansi-font-family: 楷体_gb2312;">二是思想解放还不够，积极探索，开拓创新的能力有待进一步加强?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312; mso-bidi-font-size: 12.0pt; mso-hansi-font-family: 仿宋_gb2312;">平时忙于事务性工作较多，静下心来思考谋发展，促创新的时间安排较少，从而导致在一些工作中，思想解放上有所欠缺，工作方式方法、思路创新不够?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 16pt; font-family: 仿宋_gb2312;">三是没有解决好密切联系群众的认识问题，对群众面临的实际问题不够了解?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312;">由于在办公室工作，下最基层的机会较少，群众工作做得也很少，对群众的疾苦了解不够深入，放松了在思想上贴近群众，感情上亲近群众，行动上靠近群众，没有解决好于群众的紧密联系的认识问题?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><span style="font-size: 16pt; font-family: 黑体; mso-hansi-font-family: 黑体;">五、下一步的整改措施</span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 16pt; font-family: 楷体_gb2312;">（一）自觉增强群众观念?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312;">做好群众工作，首要的是解决好对群众的感情问题，只有对人民群众有感情，才能时刻装着群众，一切为了群众。要从密切与人民群众的血肉联系入手，不断强化群众观念，要带着深厚的感情做群众工作，为了群众干事创业。要牢固树立“以人为本”理念，不断增强群众观念，充分尊重群众，让“紧紧依靠群众，一切为了群?rdquo;成为我们领导干部的自觉追求?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 16pt; font-family: 楷体_gb2312;">（二）不断研究新形势下的群众工作?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312;">群众工作面临着新情况、新问题，我们必须立足实际，不断研究新时期群众工作的特点和规律，使群众工作更体现时代性、把握规律性、富于创造性。面对我县旅游业发展滞后、思想观念落后、服务水平落后的状况，我们要清醒的认识到，只有发展才能解决问题，发展是一切工作的根本?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 16pt; font-family: 楷体_gb2312;">（三）着力提高做群众工作的能力?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312;">工作中要把提高自身做群众工作的能力作为学习实践科学发展观活动的重要内容，重点是提高四个方面的能力?strong style="mso-bidi-font-weight: normal;">一?/strong>要提高有针对性地做好思想政治工作的能力，善于通过释疑解惑帮助群众正确认识改革发展的形势和任务?strong style="mso-bidi-font-weight: normal;">二是</strong>要提高解决和化解矛盾问题的能力，善于使群众通过共享改革发展成果更加相信并依靠党和政府；<strong style="mso-bidi-font-weight: normal;">三是</strong>要提高主导思想文化阵地的能力，善于通过加强正面宣传引导把群众团结在党的周围?strong style="mso-bidi-font-weight: normal;">四是</strong>提高发挥基层党组织战斗堡垒作用和共产党员先锋模范作用的能力，善于组织群众推进科学发展，全面建设小康社会?/span></p>
<p class="msonormal" style="margin: 0cm 0cm 0pt; text-indent: 32.15pt; line-height: 28pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 16pt; font-family: 楷体_gb2312;">（四）千方百计为人民群众排忧解难?/span></strong><span style="font-size: 16pt; font-family: 仿宋_gb2312;">随着经济社会的发展，群众更注重实实在在的利益，因此，必须把思想政治工作与解决实际问题结合起来?strong style="mso-bidi-font-weight: normal;">一是要把维护群众的切身利益作为群众工作的出发点和落脚点?/strong>我们党员领导干部必须坚持心系群众、为民解忧，用真心解决群众困难，用真情温暖群众心灵，用真诚赢得群众信任，最大限度地维护好、发展好和实现好广大人民群众的根本利益?strong style="mso-bidi-font-weight: normal;">二是要依法按政策办事?/strong>法律法规和政策有明确规定的，要依法按政策抓紧解决；对群众要求合理，但没有明确规定或规定不够完善的，要抓紧研究制定和完善，并想办法给予解决；对群众提出的应该解决、但因客观条件不具备一时难以解决的问题，要主动向群众说明情况，向群众解释清楚，取得群众的理解，同时积极争取创造条件适时予以解决；对群众提出的不合理要求，要耐心说服教育、积极引导?strong style="mso-bidi-font-weight: normal;">三是要充分发挥我们党的思想政治工作优势?/strong>要加强有针对性的思想教育，切实做好解疑释惑、疏导情绪、化解矛盾的工作。切实把帮助群众解决问题的过程作为思想教育和政策法制宣传的过程，引导群众正确处理个人利益问题，自觉维护改革发展稳定的大局?/span></p>
