text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">开展信访突出问题专项治理，加大信访问题排查化解力度，实现信访总量大幅下降、防范进京非正常上访和到省集体上访事件发生、杜绝信访中发生影响恶劣的事件、信访工作群众满意度不断提升的目标?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '黑体'; font-size: 16pt;">二、整治范?/span></p> <p style="line-height: 17.25pt; margin: 0pt; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">违反《信访条例》等相关规定，对信访稳定工作重视不够，对群众上访麻木不仁、不问不管，对合理信访拖延不办；不重视初信初访，处理信访问题的能力差、责任心不强。切实做?ldquo;三到?rdquo;（诉求合理的解决问题到位、诉求无理的思想教育到位、生活困难的帮抚救助到位）?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32.15pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt; font-weight: bold;">整治措施?/span><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">树立信访维稳意识。高度重视信访工作，牢固树立依法办事、服务群众意识，帮助解决群众遇到的困难问题及正常合理的上访，在办理群众上访中贯彻党的群众路线，体现为群众服务的意识，增强做好信访工作的使命感、责任感。建立完善信访工作规章制度和程序，规范信访工作人员的言行和法定职责?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">加大信访问题解决力度。畅通信访渠道，切实解决群众的困难和问题，维护群众正当、合理和合法的权益，重视解决群众的初信、初访问题，力求一次性办结，防止信转访、小拖大、易拖难。凡是法律法规和政策有明确规定的，依法按政策抓紧解决，全部合理的全部解决，部分合理的部分解决，争取一次解决到位；凡是应当解决、但客观条件一时不具备而难以解决的问题，主动说明情况，做好政策解释和思想疏导工作，取得群众的理解和支持，并积极创造条件，争取使问题早日解决?/span></p> <p style="line-height: 17.25pt; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt; font-weight: bold;">整治措施?/span><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">完善领导包案制度。要建立信访工作领导小组，落?ldquo;一岗双?rdquo;，实?ldquo;一把手”亲自抓、负总责，分管领导具体抓、负实责，其他领导配合抓的信访工作领导责任制；坚持定期分析信访形势，研究解决重大疑难信访问题，安排部署工作任务；坚持领导接待日制度，落实领导包案制度，做到组织到位、责任到位、措施到位、解决问题到位?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '楷体_gb2312'; font-size: 16pt; font-weight: normal;">（三）开?ldquo;两访”问题集中整治</span></p> <p style="line-height: 17.25pt; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt; font-weight: bold;">整治措施?/span><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">严格贯彻落实到省进京集体上访和进京非正常上访党政一把手处置制度，开?ldquo;两访”专项治理，加强对重复上访和非正常上访等重点人员的疏导和稳控工作，完善劝返工作制度，安全、有序开展劝返工作。在重要节点和敏感时期，按照县委、县政府要求，组织开展巡查和劝返工作?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '黑体'; font-size: 16pt;">四、方法步?/span></p> <p style="line-height: 17.25pt; margin: 0pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">要加强宣传引导，督促领导干部认真学习中央、省、县有关规定，深入开展专项整治工作。要认真总结、宣传和交流专项整治的好经验好做法，推动面上工作。要加强案例教育，及时曝光各类反面典型，发挥警示警醒作用，把握好舆论引导的时机、力度和效果，更好地发挥引导作用，为深入开?ldquo;八个严禁”专项整治营造良好舆论氛围?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '楷体_gb2312'; font-size: 16pt; font-weight: normal;">（二）制定方案（5?3日前完成?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">对照“三严三实”?ldquo;忠诚干净担当”专题教育专项整治要求，全面梳理本科室（部门）信访工作存在的突出问题，有针对性地制定专项整治工作方案，明确整改措施、分解落实责任、确定完成时限?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '楷体_gb2312'; font-size: 16pt; font-weight: normal;">（三）自查自纠（5?5日前完成?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">重点检查落实中央和省、市、县委有关信访工作的规定执行是否严格、机制是否健全。股所级以上领导干部要对照三项整治重点，结合本单位实际进行自查自纠。自查自纠情况形成书面报告，经单位主要负责同志审核签字后报信访办?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '楷体_gb2312'; font-size: 16pt; font-weight: normal;">（四）监督检?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">要建立信访督查督办机制，集中精力抓好专项整治工作，增强监督检查实效，对属于落实不力的问题，要通过挂牌督办、责令整改、约谈、通报批评等方式，加强跟踪问效，确保整改到位。要加强矛盾纠纷排查化解工作，建立督查督办工作机制，对职权内的矛盾纠纷排查、信访问题化解工作定期开展督查督办和进行动态督查、督办。对久拖不决、群众反映强烈的信访突出问题要适时组织开展专项督查督办和挂牌督办，督查督办情况在全局范围内通报?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '楷体_gb2312'; font-size: 16pt; font-weight: normal;">（五）严肃问?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">对专项整治中发现的因工作懈怠导致群众上访行为实?ldquo;零容?rdquo;，严格执行责任倒查和责任追究制，对违反信访条例规定办理信访事项的行为，加大监督力度，限期予以纠正。对信访问题推诿不办、敷衍塞责、不作为或乱作为、弄虚作假等造成严重后果的，依法严肃处理。对因工作失职渎职、激化矛盾，造成群众越级上访、重复上访、集体上访等不良影响的，坚决追究有关责任人员责任，使信访工作真正成为维护人民群众根本利益的工作?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '楷体_gb2312'; font-size: 16pt; font-weight: normal;">（六）建章立?/span></p> <p style="line-height: 17.25pt; margin: 0pt; text-align: justify; text-indent: 32pt;"><span style="background-color: #ffffff; color: #000000; font-family: '方正仿宋_gbk'; font-size: 16pt;">在研究决定涉及群众切身利益、容易引发社会矛盾的重大决策，必须把公众参与、专家论证、风险评估、合法性审查、集体讨论决定作为法定程序，充分听取群众的需求和意愿，切实增强决策透明度和公众参与度；积极组织专家论证，切实提高科学民主决策水平；把社会稳定风险评估作为重大事项决策的前置程序和刚性门槛，全面深入组织开展社会稳定风险评估，充分听取和尊重相关人员、相关部门的意见，进行严格的合法性审查，确保符合法治精神，让领导干部适应在党纪国法约束中工作，习惯在监督下干事；对社会稳定隐患突出的，应当予以调整或停止实施；对未经评估、无视风险作出决策，或因决策失误、执法不当、违法行政造成重大信访问题的，严格追究相关人员责任?/span></p> <p style="line-height: 17.25pt;
