<p class="msonormal" style="text-indent: 32.0000pt; mso-char-indent-count: 2.0000; mso-layout-grid-align: none; layout-grid-mode: char; line-height: 30.0000pt; mso-line-height-rule: exactly;"><span style="mso-spacerun: 'yes'; font-family: 楷体_gb2312; mso-hansi-font-family: 宋体; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">（一）深入开展矛盾纠纷排查化解?/span><span style="mso-spacerun: 'yes'; font-family: 仿宋_gb2312; mso-hansi-font-family: 宋体; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">各村务必按照乡党委政府的安排部署，深入排查、化解群众纠纷、矛盾，认真执行矛盾纠纷排查化解月报制度，于每月30日前将本月矛盾纠纷排查（含调解协议）等相关材料上报乡综治办。并将涉及土地、矿产、山林、征地拆迁、历史遗留等问题以及因此引发的不稳定因素作为排查化解的重点。对于一般矛盾纠纷，由村干部协同本村综治员进行调解，必要时由乡综治办及司法所工作人员参与调解。同时，为规范对村综治员的管理，认真制定《田坝乡专职治保调解员考核办法》，根据每月的矛盾纠纷排查、化解情况及各项工作开展情况进行考核，并将考核纳入年度考核，作为干部选拔任用、评先评优依据?/span></p>
<p class="msonormal" style="text-indent: 32.0000pt; mso-char-indent-count: 2.0000; mso-layout-grid-align: none; layout-grid-mode: char; line-height: 30.0000pt; mso-line-height-rule: exactly;"><span style="mso-spacerun: 'yes'; font-family: 楷体_gb2312; mso-hansi-font-family: 宋体; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">（二）严格落实工作目标责任制?/span><span style="mso-spacerun: 'yes'; font-family: 仿宋_gb2312; mso-hansi-font-family: 宋体; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">乡党委政府成立以党委书记为组长，乡长、党委副书记为副组长，各相关单位（部门）负责人为成员的综治维稳信访工作领导小组，由领导小组办公室主抓综治维稳信访工作日常事项。年初由乡党委主要领导与各村、各相关单位（部门）及时签订《田坝乡综治维稳信访工作目标管理责任书》，明确各责任单位负责人为本单位（部门）综治维稳信访工作第一责任人，对本单位（部门）的综治、维稳、信访工作负总责，并制定奖惩措施，将其对综治、维稳、信访工作目标任务落实情况纳入考核，对落实不力，发生重大信访、安全等相关事故的将追究相关人员责任?/span></p>
<p class="msonormal" style="text-indent: 32.0000pt; mso-char-indent-count: 2.0000; mso-layout-grid-align: none; layout-grid-mode: char; line-height: 30.0000pt; mso-line-height-rule: exactly;"><span style="mso-spacerun: 'yes'; font-family: 楷体_gb2312; mso-hansi-font-family: 宋体; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">（三）严格落实包保责?/span><span style="mso-spacerun: 'yes'; font-family: 仿宋_gb2312; mso-hansi-font-family: 宋体; font-weight: bold; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">?/span><span style="mso-spacerun: 'yes'; font-family: 仿宋_gb2312; mso-hansi-font-family: 宋体; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">为扎实做好全乡综治维稳信访工作，全面实行乡、村、组“三级联动”机制，使矛盾纠纷及时化解在当地。一是按?ldquo;属地管理，分级负?rdquo;?ldquo;谁主管，谁负?rdquo;的原则由班子成员挂钩联系到各村，并负责指导好所挂钩村的综治维稳信访工作；二是实行以村综治员为主，协同村委会、相关单位（部门）对本村矛盾纠纷做到包调查、包处理、包疏导教育、包息诉罢访、包结案?ldquo;五包”制度；三是对各类矛盾纠纷能当场调解的，由各村负责及时调解,不能调解的，要及时疏导教育，组织相关人员进行调处，必要时司法所及有关单位（部门）协同调处。对民代教师、涉军群体、解除劳动合同类人员、失业人员及在建重点工程项目等进行重点排查，摸清情况，掌握动态，做好稳控工作，对排查出的情况要建立《田坝乡当前突出问题及矛盾纠纷排查责任包案表》，明确相关人员、办理时限、处置措施等，确保包保责任落到实处?/span></p>
<p class="msonormal" style="text-indent: 32.0000pt; mso-char-indent-count: 2.0000; mso-layout-grid-align: none; layout-grid-mode: char; line-height: 30.0000pt; mso-line-height-rule: exactly;"><span style="mso-spacerun: 'yes'; font-family: 楷体_gb2312; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">（四）全面实行信访接待制?/span><span style="mso-spacerun: 'yes'; font-family: 仿宋_gb2312; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">结合全乡重点工作，协同乡纪委监察室，通过群众诉求中心、各村投递箱等渠道认真接待群众来信来访，并及时将群众反映问题及时反馈到分管领导及相关单位（部门），切实维护群众合法权益。对重要问题采取定点接访、带案下访、上门回访等方式，定期接待群众来访。党委书记、乡长原则上采取重点约访方式，每月安?天时间接待群众来访；分管、联系领导采取重点约访和定点接访相结合的方式，通过互相协商衔接、主动调整补位，对包案督办的重点信访问题和分管联系工作范围内的信访问题定期或不定期预约接访、带案下访，并按照日程安排定点接待；各村、各单位（部门）全面实行值周制度，将姓名、职务、时间安排、联系电话等予以公示，随时接待群众来访?/span></p>
<p class="msonormal" style="text-indent: 32.0000pt; mso-char-indent-count: 2.0000; mso-layout-grid-align: none; layout-grid-mode: char; line-height: 30.0000pt; mso-line-height-rule: exactly;"><span style="mso-spacerun: 'yes'; font-family: 楷体_gb2312; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">（五）加强平台建设管理?/span><span style="mso-spacerun: 'yes'; font-family: 仿宋_gb2312; font-size: 16.0000pt; mso-font-kerning: 1.0000pt;">抓实全乡综治维稳信访工作，在乡群众诉求中心设立民生资金查询平台、畅通群众诉求渠?ldquo;五级联动机制”平台、信访录入平台，通过平台受理群众来信来访，切实解决群众关心的热点难点问题。平台建设管理实行专人负责，须及时倾听群众意见建议，并将相关情况及时反馈给相关人员。切实推进全?ldquo;网格?rdquo;管理有效有序开展?/span></p>
